The Context

The Solent area, comprising Southampton, Portsmouth, and the Isle of Wight, is home to 1.24 million people. As part of the Future Transport Zones initiative, Solent Transport partnered with Voi to deploy a comprehensive e-scooter and e-bike sharing program with approximately 2,000 vehicles. By November 2025, the service had grown to over 150,000 trips per month, with user surveys showing that over 30% of e-scooter rides replace car and taxi trips.

The Challenge

Managing data and compliance across three cities with 2,000 vehicles and over 600 regulation zones is a significant challenge. Manual data collection was time-intensive and limited the authority's ability to effectively enforce parking zones and geofencing regulations or plan strategic infrastructure investments.

The authority lacked comprehensive visibility into parking behavior and parking zone performance, limiting data-driven decisions about zone placement and service optimization.

Without a shared source of truth, both Solent Transport and Voi teams risked relying on different information and misaligned expectations.

‍In February 2025, Solent Transport implemented the Vianova Cityscope platform to manage Voi's micromobility data, automatically ingested from its MDS (Mobility Data Specification) feed, across all three schemes.

• Integrated Management: Managed over 600 parking zones across the three areas.
• Real-time Updates: Allowed corrections to parking zone placement to be shared with Voi via real-time automated updates.
• Automated Compliance: Monitored parking infringements through weekly compliance reports showing live abandoned and out of bay vehicle data.
• Shared Visibility: Created a collective point of reference for both Solent Transport and Voi's local teams.

The Results

In a two month period, Voi average daily parking violations dropped from 350 to under 150, a 57% reduction achieved through better visibility, clearer communication, and automated workflows. These improvements held as monthly trips increased 50% from 100,000 in February to over 150,000 by November 2025.
