Le Havre Seine Métropole, an area made up of 54 municipalities and home to nearly 270,000 residents, is a region with a strong industrial and port identity, and a key player in sustainable urban logistics. As part of an urban development project in the Thiers/Coty district, a retractable bollard was installed at the entrance of Rue Maréchal Gallieni to calm traffic and prioritize active modes of transport (walking and cycling), while still ensuring essential access for local business deliveries.
The Challenge
Le Havre wanted to assess the effectiveness of its traffic regulation system without incurring the high costs of physical traffic counts. The challenge was further complicated by the need to separate the bollard’s impact from seasonal variations, and to distinguish between different vehicle types.

- 🗺️ Visually map traffic shifts on adjacent roads using virtual analysis zones.
The Results

- ✅ Trend confirmed: The observed sample shows a 50% drop in logistics activity (based on GPS traces) along the regulated corridor, confirming compliance with the new measure.
- 🔄 Shift confirmed: The data revealed increased activity on parallel routes, backing up the traffic redistribution hypothesis, no need for additional field surveys.
- 🧠 Decision support: These indicators help justify the intervention to local officials by relying on factual evidence rather than perception.

- 📉 -50% in logistics vehicle passages (all vehicle types combined) on Rue Maréchal Gallieni after the access control was implemented (comparison between May and September 2025).
